Napoleon council advances labor contracts, adopts utility and parking rule changes

The Napoleon City Council on Nov. 3 advanced and approved several personnel and municipal rule measures, including moving a proposed three‑year collective bargaining agreement with the American Federation of State, County, and Municipal Employees to second reading and adopting multiple ordinances on third reading.
Council president opened the legislative portion of the meeting by introducing Resolution 045‑25, a proposed collective bargaining agreement between the city and AFSCME that would cover employees in water treatment, wastewater, electric and parks departments. "This is a legislation that allows the city to approve another 3 year collective bargaining agreement with AFSCME," City Manager Laurie Sinclair said. Council voted to move the resolution to second reading.
Council also considered city ordinances and resolutions on second and third readings. Ordinance 041‑25, the city's contract renewal with Efficiency Smart through American Municipal Power Inc., was advanced to third reading. Ordinance 037‑25, which amends the on‑street parking schedule (Clermont Avenue is listed in the attached exhibit), passed on third reading under emergency provisions. Ordinance 038‑25, which updates electric service rules (Rule 12 and Rule 26, Appendix A) to reflect use of the AMI system and electronic customer connections, passed on third reading under emergency.
The council approved Resolution 040‑25, a three‑year collective bargaining agreement with the International Association of Fire Fighters Local 3363, on third reading with emergency language. Council also advanced a one‑year extension for the Napoleon Police Officers Association (Resolution 043‑25) to third reading; council discussion indicated the extension tracked a prior agreement made while the city transitioned managers, but the meeting record shows the item was moved to third reading for further consideration.
Votes were recorded by roll call for each legislative item; council members answered affirmatively when called and the clerk recorded the votes. No dissenting votes were recorded on the measures that the council moved or adopted during the meeting.
The council recognized staff and union negotiators for facilitating the agreements; Laurie Sinclair and the city's HR director, Britney Roof, were specifically thanked for their roles in the negotiations.
No legal or budgetary implementation details beyond the motions themselves were adopted at the meeting notes for items that were only advanced to later readings. Any ordinance or resolution left at second or third reading would return to a future agenda for final action or additional motion as required.
