WM2A (structural engineer) provided a lump‑sum design proposal of $247,500 to complete design documents. Council discussed service life, materials (aluminum and stainless steel recommended to reduce corrosion) and scheduling; staff said the total project could take 10 months to a year and the pool would be out of service during construction.
Council did not vote to commit construction funds at this meeting; staff will return with a formal design contract for council consideration and, after design, will present bids and a funding recommendation. Staff outlined potential funding sources including bonds or facility reserves.
