Monroe County personnel committee debates scope and process of council hiring freeze

Peter Iverson, Personnel Administration Committee member, opened a public discussion of a hiring freeze the Monroe County Council adopted, saying the committee had been tasked to —structure this hiring freeze in a way that does more good than harm.—

The meeting focused on three items: a single, uniform request form departments would complete when asking to fill a vacancy; who should review those requests (a staff KSA-style review or the full council); and whether a formal appeal or a waiting period should follow any denial.

Why it matters: departments across county government said the form and the review timetable risk delaying replacements for budgeted positions that departments say are already planned and funded. Elections staff and the prosecutor—s office highlighted categories with legal or operational constraints that, they said, need exemptions or expedited handling.
