The South Charleston City Council took a series of votes at its meeting, adopting an ordinance to abandon a portion of an unnamed paper street, approving holiday street closures, passing two code amendments related to police and firefighter scheduling and compensatory leave, designating Trick-or-Treat for Oct. 31, and awarding two procurement contracts.

Council members unanimously adopted on second reading an ordinance to close, abandon and discontinue as a public right-of-way a portion of an unnamed paper street intersecting Ridge Drive and to exchange additional right-of-way along the 700 block of Pine Street. The title was read and the motion to adopt was made and seconded; the item passed on a voice vote.

The council approved closing streets for the city’s Christmas parade on Saturday, Dec. 6, and for the Christmas lighting ceremony on Friday, Dec. 5. Both items were moved, seconded and passed by voice vote.

On personnel matters, the council passed on second reading an ordinance amending Section 167.3 of Article 167 of the South Charleston City Code to address compensatory leave and shift scheduling for police officers and firefighters. The council also moved an ordinance amending the same code section concerning scheduling for officers and firefighters working on holidays; that item was advanced to its second reading and approved as presented.

Council members adopted a resolution designating Trick-or-Treat to occur each year on Oct. 31. During the voice vote one member spoke in opposition, but the motion carried.

In procurement actions, the finance committee presented and the council approved a sole-source recommendation to award turf chemicals to Advanced Turf Solutions for $48,730.09; funding was identified from FY2026 golf course line items. The motion was seconded and the council approved the award by roll call (recorded as unanimous).

The council also approved a bid to reroof the South Charleston Public Library for $80,124.45, to be paid from FY2026 public library funds. The finance committee presented the recommendation; the motion was seconded and the council approved the award by roll call (recorded as unanimous).

Council members noted an emergency purchase related to the community center roof and said the matter would return for formal action at a subsequent meeting; no motion was taken on the emergency purchase at this meeting.

The meeting proceeded through roll call, opening prayer and the Pledge of Allegiance before business items and concluded after a brief department-head report and adjournment.
