Ed Rectumwall, representing Old Toph Homes, presented a request at the Town of Saint John Planning Commission study session on Nov. 5 to rezone open-space land to a PUD for a project called The Grove.
Rectumwall said the project consists of 275 single-family homes on 168 acres for an overall density of roughly 1.6 units per acre and that the developer has advertised a public hearing for two weeks. "We are requesting, a rezone from open space to PUD. This project ... consists of 275 single family homes on a 168 acres, for a density of 1.6 units per acre," Rectumwall said.
Commissioners asked about phasing, confirming the developer plans to work south to north and to extend water mains and street connections, including tying into 95th and 101st streets. The developer committed to full improvements on the portion of Klein Avenue lying within the project and said the stub connections would create two entrances, with potential for a third if adjacent land develops. Commissioners raised water-main dead-end concerns and recommended auto-flush devices or alternative tie-ins to avoid stagnation; Rectumwall said required engineering design will address the issue.
Staff said all required notices have been published and that the plan will return for a public hearing in two weeks. No vote or final decision was made at the study session.
