Shilling Development schedules public hearings for Preserve East and West subdivisions

Shilling Development representatives told the Town of Saint John Planning Commission on Nov. 5 that two related subdivision proposals — Preserve East and Preserve West — are ready to proceed to public hearings after engineering issues are addressed.

Jack Slager, representing Shilling Development, said Preserve East is proposed as 34 lots on 36 acres in R-1 zoning on the east side of White Oak and that the engineers have been resolving punch-list items with town reviewers. "We've been in front of you a number of times on this project. We have now advertised for public hearing in 2 weeks," Slager said.

For Preserve West, Slager said the proposal would be the project's final phase and contains 42 lots on 39 acres; the developer has added a new 15-acre parcel west of Preserve West that will require a rezone from open space to R-1 and a planned-development amendment. Planning staff said the rezone has been incorporated into the legal notice for the upcoming public hearing.

Planning staff and commissioners reported no outstanding staff objections at this study-session stage. Commissioners and staff discussed technical items including ADA crossings on a longer trail road, water-main looping and recent adjacent water-line installations. Staff confirmed notices had been published in the newspaper, mailed and posted on-site.

No final approvals were taken at the study session; both items were scheduled for public hearings in two weeks so the commission can consider them in a noticed meeting with public comment.

Details the commission recorded at the Nov. 5 study session include the lot counts and acreage and the planned rezone and PUD amendment for Preserve West; additional engineering and survey comments remain under review and will be resolved before the public hearings.
