Mr. Swider, a facilities staff member for the Cheltenham School District, told the facilities committee that the Glenside Elementary project remains in final land development with the township and that the bid opening was scheduled for next week but may be moved from Tuesday to Friday to increase contractor participation. He said more than 21 bonded construction firms have requested electronic plans.
Swider described a three-way bidding strategy: contractors may bid each project separately or both projects together as one large package. "We're hoping that... any firm that can handle both projects might find some economies of scale by bidding them together and get us a better price," he said. The approach is intended to expand competition and give the district flexibility if market conditions change.
Swider said the district will open bids publicly in the auditorium and read bid results aloud; after the district reviews submitted documentation and analyzes packages, staff will recommend a contract for approval following the Dec. 9 meeting.
