Council approves Grey Cloud Elementary classroom and gym additions, site and stormwater agreements

COTTAGE GROVE, Minn. — The Cottage Grove City Council on Nov. 5 approved a multi-part site plan for Grey Cloud Elementary School that includes a roughly 3,476-square-foot classroom addition, a roughly 6,505-square-foot gymnasium and accompanying site changes to parking and stormwater.
Planner Max Ericsson summarized the proposal and told council staff had observed no traffic issues during school hours and that the school would continue to exceed minimum parking requirements after removing about 10 stalls. The project includes a new stormwater pond designed to bring the site into current stormwater standards and a revised drainage and utility easement to match the pond's footprint.
Kyle Euchard, director of facilities for Independent School District 833, said the district did not expect major impacts to community events or parking and that the district is coordinating with city staff to keep bus and emergency access available. "We realize the public loves to use the space. It's a great space. So we're trying to work in conjunction with everybody that's trying to use the space at the same time," Euchard said.
Council members voted on four related motions by voice: approval of the site plan resolution; approval of an amended permanent drainage and utility easement; approval of a hydrant access agreement granting the city access to the site's fire hydrants; and approval of a stormwater maintenance agreement with the school district for the proposed stormwater pond. Each motion carried after a second and voice vote.
The school plans to use brick, precast concrete and glass that match the existing color palette. Some trees will be removed for construction; city code did not require mitigation based on the size and number of trees affected, though the applicant must plant new trees and shrubs per city standards.
Next steps: With council approvals and the recorded agreements, the school district can proceed with final permitting and construction steps required by the city and required right-of-way permits for sewer connections on Indian Boulevard South.
