Summary
The University of Alabama in Huntsville (UAH) received committee approval for three items: a revised track and field complex budget (~$15.4M), an expanded scope and budget for the Center for Cybersecurity Research, Education and Advanced Training (now $47.6M), and authorization to negotiate a predevelopment agreement fo
The committee approved three UAH items: (1) a revised total project budget and authorization to execute a construction contract for a new track and field complex (package 1: track and infield construction and lighting) with a revised budget of approximately $15,400,000; (2) approval of a revised scope and total project budget to deliver a fully renovated Bevel Center as the Center for Cybersecurity Research, Education and Advanced Training with total project budget increased to $47,600,000 (expanded from the earlier scope that included only lower floors); and (3) authorization to proceed with project planning and to negotiate a predevelopment agreement with a master developer for Exploration Plaza phase 1, a mixed university/developer development that preliminarily totals $247,600,000 with the university component budgeted at roughly $173,598,000.
The track package (package 1) includes a high‑performance surface, sand pits, a natural grass infield for throwing events, and perimeter lighting; the low bidder was Dunlap Contracting Inc. The cybersecurity center scope was expanded to encompass a full renovation of approximately 93,600 square feet to house research and interdisciplinary academic programs, including relocation of computer science and portions of electrical and computer engineering; the project addresses building envelope deficiencies and improved fenestration to increase natural light.
Exploration Plaza phase 1 is planned as a mixed‑use development between downtown Huntsville and MidCity to support a college‑town environment, research collaboration, student housing (400 beds owned/operated by UAH), a 100,000 sq ft dry lab collaborative research facility (university owned/operated), a developer‑funded 105,000 sq ft office building, and about 36,000 sq ft of retail. Preliminary funding sources for the university component include state advancement and technology funds ($27,000,000), supplemental ETF appropriations ($12,000,000), gifts and other funds (~$51,000,000), university central reserves ($6,000,000), and future bond funds (~$77,600,000).
The committee approved all three UAH items by voice vote. Presenters noted funding mixes, low bidders and consultant rankings where applicable; presentation materials gave the preliminary budgets and funding sources for the university components of Exploration Plaza phase 1.
