Council action moved quickly through several largely uncontested items. Early in the meeting the council changed a prior resolution number from 73 to 75 to correct the record; the body then approved the minutes from the previous meeting. In old business the council adopted a resolution authorizing the director of finance (or designee) to identify possible unclaimed funds and take necessary steps to reclaim them; the motion was moved by Cassidy and passed by roll call, recorded as Resolution No. 2025-76.
The council then adopted Ordinance No. 2025-77, an amendment to Ordinance No. 2025-55 that corrected a legal description and included an emergency clause. A separate ordinance, recorded as Ordinance No. 2025-78, amended Ordinance No. 2025-56 to change a portion of a previously vacated alley to a street and corrected the legal description; that measure also carried on a roll-call vote.
In new business the council waived the three-reading rule for a resolution approving and ratifying prior acts of department heads and approving then-and-now certificates for certain expenditures. The waiver and the subsequent resolution were approved by roll call and recorded as Resolution No. 2025-79.
The council held first readings (no final votes) on a proposed fund carryover balance policy and an ordinance authorizing the director of public service and safety to negotiate an EMS contract with the Seneca County Joint Ambulance District.
All recorded roll-call votes on the adopted items in this meeting were affirmative and are reflected in the actions below. The council set a budget meeting for Nov. 18 at 5:30 p.m.; the regular council meeting will begin at the conclusion of that budget meeting or at 6 p.m., whichever is later.
