The Johnson City Board of Commissioners conducted a public hearing and approved the second reading of an ordinance on Nov. 6 to abandon approximately 9,162 square feet of public right‑of‑way at the intersection of South Roan Street and East Highland Road.
Planning staff explained that the road relocation occurred as part of a prior rezoning action at the Dollar General site and that the portion of right‑of‑way to be abandoned is no longer needed. Staff confirmed a public sewer easement will be retained through the area. The planning commission had recommended approval and staff likewise recommended proceeding to final reading.
The mayor opened and closed the public hearing when no members of the public wished to speak, and the commission voted in favor by roll call at second reading. The item will return for third and final reading as required by ordinance procedure.
Why it matters: Abandonment formalizes transfer of unused right‑of‑way following a roadway alignment change and clarifies maintenance and ownership responsibilities while preserving utility easements.
What was not resolved: The third and final reading remains required; the ordinance is not final until that vote is completed and recorded.
