Acting executive director James Walker presented proposed amendments to the Police Civilian Oversight Board (PCOB) ordinance that staff and board members previously reviewed. The amendments clarify the office’s role as a distinct staff entity, allow staff (rather than volunteer board members) to enter contracts for legal services, reorder and clean up redundant language, and reduce some volunteer training-hour requirements to ease recruitment challenges.
Walker emphasized that the changes do not alter the board’s statutory powers, duties or authority. "This does not change in any way the powers, duties, or authorized abilities of the board itself," Walker said. Council members said the draft would be placed on a future consent agenda for final action after any remaining legal edits.
Council did not adopt the ordinance at the meeting; staff will place a finalized version on a forthcoming consent agenda with clarified language and any city-attorney edits.
