Clark Township Council approves site plan, grants two design waivers with landscaping conditions

The Clark Township Council voted unanimously to approve a preliminary and final site-plan application after conditioning the approval on several specified revisions and submittals.

Council members said the approval includes two design waivers: one for fence height and another for an off-street loading-space requirement. The council recorded its roll-call vote as all present voting yes.

Council members listed conditions to be met before final compliance: preparation and submission of tree-removal calculations, a landscaping plan prepared by a licensed landscaper submitted to the township engineer and planner, and consultation with the adjoining property owner on that landscaping plan. An unnamed council member emphasized, “Not that the property owner has veto power over the landscaping plan, but that he should be consulted.”

An additional technical change required is that the plans must show the height associated with the entrance into the garage; the council said that dimension will be added to the resolution-compliance plans. Staff also noted the applicant agreed to relocate a bicycle rack as part of the revisions.

The motion to approve was made and seconded; the clerk called the roll. The roll call recorded Mayor Albanese, Mister Ullrich, Councilman Menidi, Mister Triola, Mister Steinberg, Mister Gronkowski, Mister Gerstner and Mister Cecil voting yes. The chair announced the application approved.

The council did not record dissenting votes, abstentions or recusals in the transcript. The approval and its conditions were read into the record; the council did not specify a date by which the conditions must be satisfied in the public discussion recorded in the transcript.

The meeting then moved on to a separate agenda item: a master-plan consistency review of a proposed zoning ordinance.
