Policy analyst Greg Connell summarized definitional changes that add clarity for reporting and for private school entities; the rule also incorporates the Utah School Information Management System (USIMS) terminology and guidance for including private‑entity data.
Several committee members asked why CACTUS remained referenced in the rule given an expected transition to UCIMS/USIMS. Malia Hite (executive coordinator of educator licensing) explained that CACTUS continues to hold many critical datasets — particularly around schools and funding — and that UCIMS will require a phased roll‑out. "Cactus still holds the vast majority of data," Hite said, and staff requested the committee keep CACTUS in the rule until UCIMS delivers full functionality and CACTUS is retired in phases.
A motion to approve R277‑484 draft 2 on first reading passed, with members Cindy Davis, Cole Kelly and Member Booth voting in favor and Member Christina Boggess abstaining. Staff said the rule keeps CACTUS references now and will be revisited as UCIMS functionality comes online.
