"It is grounded in data," Stoner said, describing the plan's mix of STAR test results, surveys and classroom assessments used to shape 71 district strategies. She said the plan combines district-level priorities with campus improvement plans and emphasized monitoring: the district will conduct formative checks in November, January and March and a summative review in June.
