A Jacksonville Beach resident told the City Council on Nov. 3 that he was effectively denied access to the beach and pier during a recent air show because the ADA ramp and pier were closed.
Roger Whittington, who identified himself as disabled, said he arrived early and was told repeatedly that an ADA ramp would be available but then was told the ramp was closed through Monday. "I'm totally disabled. My doctor doesn't want me on the beach," Whittington said. He added the pier was closed for the week, which prevented his usual morning walk.
Council moved to approve the consent agenda, which included a proposed agreement with IQ Fiber. A council member raised residents' complaints about IQ Fiber crews cutting waterlines and cable. Staff advised the council that the item before them is a proposed agreement and that the city is not legally obligated to approve it; staff also said telecommunications companies have statutory rights that could allow alternative installations if a pole agreement is not reached.
Council member comments indicated support for approving the consent item but also asked staff to reach out to IQ Fiber to address resident complaints and reduce the likelihood of future utility impacts.
