Jacksonville Beach adopts year-end budget amendment, raises FY2025 expenditures

Jacksonville Beach City Council adopted a year-end budget amendment on Nov. 3 that raises the city's fiscal-year 2025 expenditure totals.
Ashley Gossett, the city's chief financial officer, told the council the resolution is required by state statute and consolidates budget changes made after midyear that were not previously presented. "The resolution before you tonight is our year end budget, amendment. We are required by state statutes to adopt any budget amendments in the same manner in which our original budget is adopted," Gossett said.
Council discussion referenced figures from prior budget materials: one council member noted the FY2025 expenditures in posted charts totaled about $234,000,000 while revenues were shown at about $222,000,000. Gossett said the amendment increases expenditures and increases some revenues where items have offsets; other items are carry-forwards or awards from prior budgets.
Council moved and adopted Resolution 2203-2025 by roll call. Vice Mayor Janssen presided in the mayor's absence.
The amendment was described in general terms during the meeting; Gossett offered to answer follow-up questions and to provide line-item details outside the meeting. The council did not identify specific project deletions during the public discussion.
The council's approval completes the statutory requirement to adopt year-end amendments in the same manner as the original budget.
