Summary
The Board of Zoning Appeals approved a 17-foot height variance to allow a new detached salt storage building to reach 32 feet. Board members said the height is needed for truck clearance and interior loading; construction will replace the existing dome.
The South Russell Village Board of Zoning Appeals voted to approve a 17-foot height variance allowing a detached salt storage building to reach a maximum peak height of 32 feet at 5205 Chillicothe Road.
Board members and village staff said the building’s interior clear height and exterior configuration are required so village salt trucks can back under covered storage areas and to allow safe, efficient loading and unloading. Village staff and an engineer explained the proposal calls for a push-in building with concrete walls and open side “wings” for truck access; the roof material was described as standard shingles.
Village staff described the new structure as replacing an older salt dome on the same parcel. Officials told the board the design is intended to avoid truck contact with the structure when dump beds are raised, and that internal clearances are a principal reason for the 32-foot peak height. Staff also said the building’s side shelters will be open with pilings and that the building footprint includes two sided storage bays: one side about 30 feet deep to accommodate large block trucks.
A board member asked about capacity; village staff said the building would typically hold about 2,000 tons of salt. Board members also asked about tree screening along the south and east edges of the property; staff said existing trees will be supplemented to screen view from Chillicothe Road.
After discussion, the presiding officer moved to approve the requested variance for BZA case 25-14; the motion was seconded and the board approved the motion by roll call.
The approval covers only the height variance for the detached salt storage building as presented to the board. The motion and minutes record that demolition of the existing dome will occur as the new structure is built, and the village expects construction to begin as soon as site preparations and bidding are complete.
