Committee raises trail and Thousand Acres camping concerns; deputies, HOPE team to follow up

Deputy Nick Borer told the committee private security hired by the outlet mall can remove campers from private property but cannot clear ODOT or other public property without the agency—s request. "They can only clear them off their private property," Borer said, describing jurisdictional limits that affect enforcement and cleanup.
Committee members described seeing tents along the trail, under highway overpasses and near the outlet area. Several members said some people appear to be recent arrivals displaced by the cleanup and not necessarily people the committee would classify as criminal actors. Members asked for an HOPE team update and for more patrol attention on the new trail, which several members said is now in active public use.
HOPE team status: deputies reported the HOPE outreach team is mostly operational: one member will be on brief vacation, another recently returned from family leave, and a previously proposed clinician position had not been funded. Committee members requested that the HOPE team present an update at a future meeting to describe outreach activity, numbers of contacts and options for coordinating ODOT and private-property responses.
Next steps: staff agreed to invite the HOPE team for an update and to include a trail/Thousand Acres patrol focus item for the committee—s next agenda.
