Judge Diane Palos appeared by Zoom and said the domestic relations court can accept the executive—s recommended 2026-2027 budget contingent upon the inclusion of four technical adjustments that were inadvertently omitted from the recommended budget. Court staff described the adjustments as four salaries for existing positions and training and membership allocations for judges. OBM staff told council those items were not included and estimated the adjustments could total roughly $200,000 per year.
The court noted a pending contract with Proware for case management; the contract is not finalized and would add an estimated $25,000 in 2026 and $70,000 in 2027 if executed. Judge Palos and court staff described program initiatives supported by grants, including a three-year, $600,000 award from the U.S. Department of Justice Office on Violence Against Women that will support a domestic-violence case manager and advocate and training for judges and staff.
Court representatives emphasized a growing population of self-represented litigants (about 66% of cases) and described an online virtual help center (funded by the Supreme Court of Ohio) that has seen heavy use. The court asked that council include the technical adjustments through the OBM process so the court can proceed with operations without service gaps.
