City of Vancouver seeks $1 million from Legacy Lands for 7.5‑acre neighborhood park

Danielle Cowley, lands coordinator for Clark County Public Works, said the county opened a call for sponsor‑agency projects and received a single application from the City of Vancouver for a 7.5‑acre parcel intended for a future neighborhood park. "Vancouver's application proposed the purchase of 7.5 acres of open space for a future neighborhood park," Cowley said.
Cowley said the site would provide walkable park access for residents in a growing neighborhood, has neighborhood support, and was carefully reviewed against the Legacy Lands Guidance Manual ranking criteria. The city is asking the county to pay roughly half of the acquisition cost — about $1 million — while it contributes more than half of the total acquisition funds and is actively negotiating the purchase.
The Parks Advisory Board recommended in July 2025 that the council consider funding the project. Staff said the next step would be negotiating an interlocal agreement between the city and county; such an agreement would be brought to county council for approval.
Staff asked council for feedback on allowable uses tied to Legacy Lands funding as part of the negotiation process and said they would return with a finalized guidance update and interlocal terms for council consideration.
