Woodland Park sales-tax receipts modestly up for year-to-date; lodging tax remains sharply down
Summary
City finance staff reported August 2025 sales-tax collections through September 2025: overall year-to-date receipts were up about 1.9% versus last year, while lodging tax remained down roughly 36% year-to-date, a trend staff attributed to STR-era normalization.

City finance staff told Woodland Park council that sales-tax receipts for the 2025 fiscal year through September show modest growth overall but a continued decline in lodging-tax receipts.
"Year to date, we're up about the same as the last projection I gave you," the finance presenter said, noting, "August year to date, we're up 1.9%. We're up $106,000 over last year." The presenter reported total revenues received of $5,680,092. For the month of August specifically, receipts were up 1.3%, or about $9,848 over August of the prior year.
Lodging tax remains the largest area of decline. "Lodging tax is also running about the exact same as what we looked at last time, 36% down year to date. We're down $98,616," the presenter said. For the month of August, lodging tax was down about 36%, or roughly $17,007. City staff said they expect the lodging decline to begin to level out by January, when a full year will have passed since the end of certain short-term-rental (STR) collection changes.
Councilors asked clarifying questions about whether the lodging drop was structural or a normalization after the STR years; staff said much of the decline reflects the STR-era baseline and that decreases should flatten in upcoming months.
Council requested continued monthly updates; staff said next-month figures will be provided at the subsequent meeting.
