Council separates downtown stage from Phase 4 revitalization to preserve grant opportunities

Clinton City Council voted to separate the downtown stage project from the Phase 4 revitalization scope so the stage can be pursued and funded independently, staff and stakeholders said.
Staff explained the stage initially had a project estimate of about $500,000 with a $250,000 grant already secured. By separating the stage from Phase 4, staff said they hope to complete the stage using the grant and proceed with Phase 4 work separately so the city does not forfeit available funding.
Local stakeholders, including business and event leaders, voiced concerns that the city’s capacity to support events has been reduced following the departure of key staff who previously coordinated programs such as "Live After 5." One speaker said the executive director of the Agri Civic Center had performed substantial event support functions that are now unfilled, creating uncertainty about who will run Live After 5 and similar programs.
Council discussed options to retain the grant and adjust design specifications if necessary to meet engineering and funding timelines. After discussion a motion to separate the stage from Phase 4 was moved, seconded and approved.
