Action Towards Independence Approved to Use 301–307 North St. for Counseling and Support Services

The Middletown Planning Board voted Nov. 5, 2025, to approve a special-use permit allowing Action Towards Independence to occupy 301–307 North Street for peer counseling and educational-support services.
Counsel for the applicant told the board the use is similar to services previously provided by Catholic Charities at the site and that operating hours will generally be normal business hours, with a representative later stating typical hours as Monday–Friday, 9 a.m.–5 p.m. Board members asked about parking; the applicant said most visitors arrive by van or are dropped off and estimated three employees on-site. The applicant also said existing on-site parking exceeds expected demand and there is street parking nearby.
Building inspector Mr. Martinez and fire inspector Mr. Witkowski had no outstanding concerns. After no members of the public opposed the application, the board adopted the resolution by roll call.
The approval permits the peer-support and nonclinical educational activities described; any material change to services, hours or occupancy would require further review.
