Planning Board Approves Textured-Hair Training Program at 39 North Street

The Middletown Planning Board approved an application on Nov. 5, 2025, to operate a textured-hair training program for adults at 39 North Street.
Owner Ejela Wilson Retrigue said the school will recruit students through BOCES and Capri Cosmetology School and provide adult-focused classes on textured hair. Planning staff verified required mailings and there were no written objections entered into the record. Building inspector Mr. Martinez and fire inspector Mr. Witkowski reported no concerns.
After the board closed the public hearing, members voted by roll call to adopt the resolution approving the educational facility. The approval is for the use as described in the applicant’s submission; any material changes to the program or hours would require further review.
