Kansas corrections officials told the Joint Committee on Corrections and Juvenile Justice that illicit cell phones and small‑dose synthetic drugs have become major drivers of facility violence and staff trauma and that new tools and partnerships will be needed to blunt the market.
“The drugs and unauthorized cell phones in our facilities ... are impacting correctional agencies really like nothing else. It's far worse than it's ever been,” Secretary Jeff Zmuda said, summarizing KDOC’s findings about the scale and sophistication of contraband introductions.
How the market works: Zmuda described rapid evolution of smuggling methods — deliveries with contraband hidden in legitimate cargo; fence‑throws over walls; drone drops; and persons on the public perimeter passing packages. He described the predominant drug marketing unit as an 8½×11 sheet soaked with synthetic cannabinoids (K2) or other substances, cut into roughly postage‑stamp units and sold inside facilities. He told the committee an estimated unit price on the street is about $35 per mini‑“stamp”; each sheet can be cut into dozens of small doses.
Phones drive coordination: KDOC and staff tied much of the illicit economy to unauthorized cell phones. Unlike monitored landlines or vendor‑approved tablets, smuggled phones permit private coordination of sales, collection of debt and violent enforcement of control. Zmuda said that if KDOC could “disable those unauthorized cell phones,” much of the market would be disrupted.
Planned countermeasures: KDOC told the committee it is pursuing a mix of approaches — enhanced intelligence gathering (including AI‑assisted analytics), limiting paper in the mail (an existing mail‑copy program reduced risk), and procurement of technology: RFPs for high‑throughput body and package scanners (TSA‑style), upgraded tablet vendors, and targeted investments in drone detection. Zmuda also raised a pending FCC policy question: whether limited, carefully engineered cell‑phone jamming in correctional footprints could be allowed; he called that potential policy change “a big step in the right direction.”
Costs and limitations: KDOC cautioned that drone detection and mitigation technology can be expensive — one estimate presented last year was roughly $1M per facility annually for active drone counter‑measures — and that legal/regulatory limits (and the need to avoid jamming public streets) complicate any fast rollout.
Why it matters: KDOC emphasized the operational cost to staff and residents: staff repeatedly respond to overdoses, rescues and medical emergencies; officers report increased trauma. Officials said the market is a criminal enterprise with large markups, and that shrinking the ability to communicate on smuggled phones would make illicit distribution easier to detect and prosecute.
Next steps: KDOC said it will proceed with a slate of RFPs, tighten mail handling, pursue procurement for scanners at the three highest‑security facilities and continue to coordinate with federal and local law enforcement on supply‑chain enforcement.
