The staff member said the approach preserves a clear record of edits for commissioners and staff, allowing a later amendment process to show exactly what changed and where. "My new MO for any ordinance I work on with the county is get it reorganized first into the chapters we need and then move forward with amendments," Speaker 1 said, adding that a prior project with Hancock County prompted the change in approach.
A second speaker (Speaker 2) described the benefit for visual review: a side-by-side comparison makes it easier to spot changes such as setbacks moving from "15 feet to 20 feet" without flipping through materials. Speaker 2 also noted reorganizing would help commissioners who had not been part of earlier drafting follow changes.
On funding and contracting, Speaker 1 said the reorganization could be done under the staff member's existing contract and that if a new director is hired, office time normally spent on day-to-day tasks could be reallocated to the reorganization work. The participants discussed whether the work would be a change of scope; Speaker 2 observed that certain tasks had been listed as "a la carte" in the staff member's list of services.
The group also discussed hiring for an open position. Speaker 2 reported that, "as of Monday, Amber said we have not had any additional applicants," and participants noted the recent timing into the holiday season could limit new applications. Speakers clarified the listing would expire in a few weeks and that the county would need to renew the posting; it was stated that renewal, not hiring by that date, would be required.
