APC amends procedures, seeks engineer participation in TAC and appoints member to executive committee

The Area Planning Commission addressed several administrative and procedural items, including a proposed amendment to accessory-structure rules for large lots in minor plats, a new expectation that engineers attend Technical Advisory Committee (TAC) reviews for minor-plat and special-exception petitions, and a personnel appointment.

Engineers at TAC meetings Staff and TAC members said that plan documents sometimes arrive without the engineer in attendance, creating gaps in technical understanding and requiring rework or continuances. The TAC recommended that the engineer or the firm preparing plans attend the TAC meeting (remotely if necessary) so technical questions can be resolved before moving an item forward. Staff said that if the engineer declines to attend, the item could be continued to the next TAC meeting.

Accessory-structure amendment Planning staff said they would prepare a draft amendment to accessory-structure rules to clarify how large agricultural lots included in minor plats may place farm accessory buildings without an additional permit or variance; the amendment would be advertised and brought back for a vote at a future meeting.

Appointment and training The commission appointed Tad to the APC executive committee and discussed holding a one-hour training session at the January meeting to refresh members on roles and procedures.

Next steps Staff will advertise the accessory-structure amendment for a future public hearing, add a requirement for engineer participation in TAC materials guidance, and confirm a January training date.
