The committee approved the IGA after discussion about which jurisdiction would lead engineering and how construction would be funded. Scott, a county staff member overseeing county transportation coordination, told the committee the city of Harvard would hire and manage the consultant engineer for the study while county staff would review the deliverables for conformance with county goals. "This is not a city project. This is a county project they're running for us," Scott said.
