County staff read a series of consent and appropriation items slated for the Nov. 10 regular meeting. Items included appropriation contracts to the City of Chickasaw ($50,000 from District 1 commission funds for civic center window replacement), multiple education and athletic grants to local schools (e.g., $13,400 from District 1 education funds for Callaway Smith Bridal School awards; $10,000 from District 3 education funds for Palmer Pillens Middle School athletics; $12,000 from District 1 for Ariel W Holloway Elementary School), and a list of sponsorships and event support allocations.

Staff also announced award of a resurfacing bid for Dolphin Island streets to HCL Contracting for the low bid of $277,408.17. A supplemental agreement with the state (ALDOT) was presented to provide an additional $211,000 of industrial access funding to Canfor Southern Pine for additional turn lanes and a driveway entrance along Highway 43; staff and commissioners discussed traffic concerns on Highway 43 and said the additional funds help address turning movements and access safety.

Other items on the reading included contract renewals (time clock software, copier leases), a recommendation to reject bids for Strickland Youth Center lightning protection due to funding exceedance, and various right-of-way and easement authorizations (Monroe Lane $360; Foster Road total $18,280). No final votes were taken in the conference meeting; the items were presented for formal action at the Nov. 10 regular meeting.
