Finance seeks $75,000 to assess town ERP (Munis) with $1.5M implementation placeholders if recommended

Sue Carmel, who presented the item, said Munis has been the town’s core financial and administrative system since 1992 and that the $75,000 will fund an assessment of modules, workflows and integration with payroll, billing and other town functions. Carmel said an assessment will identify inefficiencies, required upgrades and the procurement steps necessary for a larger implementation if warranted.
Carmel said the FY28 and FY29 lines in the draft capital plan each include $1.5 million as placeholders for implementation, but emphasized those sums would only be requested if the FY27 assessment recommends a replacement or major system investment. “If the assessment finds we’re fine, the larger implementation budgets would not move forward,” Carmel said.
Committee members asked whether Munis is web‑based, how an updated system might be hosted and whether the town’s enterprise funds and all departments would participate in the same ERP. Carmel said she would supply additional technical details and noted the assessment would include municipal government experience as part of vendor selection criteria.
Why it matters: the town’s financial controls, payroll and billing processes run through the ERP. An assessment can identify modernization steps and potential efficiency gains, but a full replacement carries multi‑year procurement and implementation work and material cost.
