City parks staff presented details Nov. 6 on blue‑light emergency towers—the solar‑capable poles with a blue beacon, emergency call button and optional camera and speaker—and on park weather stations that deliver localized lightning and heat alerts.
Staff explained the towers’ basic features and operational options, noting the department installed its first blue‑light unit at Saxon Park in late 2020. The units can be specified with one or two call buttons (the city selected a single button that connects directly to police dispatch), optional cameras and speakers, and cellular data plans for connectivity. "It offers a couple of things...for us, we opted to do the one button. It goes straight to emergency dispatch at PD," the staff member said.
On costs and maintenance, staff said the Saxon Park unit was purchased and self‑installed in 2020 for about $11,000; more fully featured models with monitoring and mass‑notification services are currently priced around $15,000 depending on options. Staff said they perform routine repairs and battery replacements in‑house and that a recent vendor change consolidated manufacturing under Nightscope (which now offers newer models and an expanded user interface).
The committee also heard about park weather stations at Ruby Grant, Saxon and Sutton Wilderness that provide staff and visitors with site‑level data and audible or voice alerts. The weather stations can broadcast a voice message in the park (for example, "Lightning is approaching; seek shelter") when sensors detect lightning within approximately 10 miles, and can issue heat‑stress warnings based on established indices. Staff said the system can notify designated city staff via cellphone but is not presently configured as a public smartphone app; it could be published on the parks website for public access.
Council members asked for operational metrics: how often the Saxon Park blue‑light has been activated, false‑alarm rates, and the frequency and reach of weather‑station alerts. Staff said the older units do not have the same telemetry as the new models and volunteered to coordinate with police dispatch to detail call history and response. A council member noted community support for expanded deployment in a state with frequent thunderstorms and urged staff to include units in the capital budget as priorities allow.
The committee took no formal vote. Staff were directed to obtain usage and dispatch data from the police department, supply updated cost estimates for newer models and clarify which parks would be highest priority for additional installations.
