City staff told the council that the state America250 initiative (a 250th anniversary program scheduled for July 3–5, 2026) is inviting cities to apply for a small stipend and suggested Hooper consider participation. The stipend cited at the meeting is $1,500 to help offset local event costs.
Staff said that participation requires a resolution and that if the city approved a resolution staff would complete the application; the city could spend the funds as late as December 2026 if awarded. As a suggested project, staff proposed a veterans‑focused display or wreathing event on the city veterans' memorial, noting the city could also join statewide activities such as a coordinated "America's Hot Lap" walk. Staff offered a short informational video and asked council members whether they wished to sign a resolution to apply.
No formal action was taken during the work session. Staff said they would include a resolution on the consent or regular agenda if the council indicates a desire to participate.
