At the Nov. 6 work session, staff informed the council that Hooper City is starting an Impact Fee Facility Plan (IFMP) and that an Impact Fee Analysis (IFPA) will follow. Staff explained the two‑step process: the IFMP defines needed capital facilities and service levels, and the IFPA quantifies proposed impact fees tied to new development.
Staff said state rules require public notice and a public hearing on any proposed impact fees before adoption. "We are starting to do our IFMP, which is our impact fee facility planning. And...when they come up with the analysis, that's when they would say, okay...there is a fee that we can check somewhere on. And that's when we have to do a public hearing," staff said at the meeting.
Staff proposed advancing the facility plan and returning to council with the analysis and public‑hearing schedule in March so the city can meet statutory notice requirements. No policy action was taken at the work session; the council directed staff to continue work and provide more time for review and discussion at a future meeting.
