Hooper outlines phased 5500 West sidewalk/trail grant; estimated $4.05 million project seeks remaining local match

Hooper City staff briefed the council on Nov. 6 about a multi‑phase sidewalk and trail project along 5500 West that is tied to regional transportation work on SR‑177. The city previously secured a $2 million grant for an earlier phase; staff said the current application to Wasatch Front Regional Council covers approximately a half‑mile segment (roughly from 5500 South to the Davis County line) and has an estimated cost of $4,051,500.

Staff reported the grant would cover the full cost of that phase if the $2,052,000 gap is approved by the funding authority; the city currently does not have that additional amount in its budget. The project has been planned in chunks (42 Hundreds of South to 3500 South was earlier completed; the new phase would extend from 5500 South toward the county line), and staff said one big consideration is where sidewalks are placed to manage cost (one side vs. both sides of the road).

Staff said consultants estimate limited need for property acquisition for the planned trail connections and that the design anticipates coordination with the SR‑177 schedule so construction aligns with the state project. Staff recommended continuing to pursue the regional grant and monitoring the timing of SR‑177 so phases can be scheduled accordingly. No formal action was taken at the work session.
