At a meeting of the Mills Planning and Zoning Commission, staff reported that Vision Beyond Borders, through ECS Engineers, requested an amendment to its site plan to delay paving the parking lot until July 2026 because of contractor scheduling constraints. Casey, planning staff, said funding for the paving is in place and the extension is requested to allow contractors to be scheduled.

Casey said staff’s first review found no matters of concern but identified required adjustments: areas designated for ADA parking must be paved to ensure compliance, and the transitions between the project’s paved surfaces and adjacent streets (Radio Avenue and Lehi Yellowstone as listed in the application) will be revised to include concrete valley pans so there are no direct dirt-to-pavement transitions. "This site plan amendment strictly is requesting a delay in paving the parking lot until July 2026," Casey said. "Staff recommends approval of the amended site plan."

Commissioners said they had no objections. One commissioner moved to approve the application as recommended by staff; another commissioner seconded the motion. The commission approved the amendment by voice vote.

The chair noted that the public-comment step was technically required but that no members of the public registered to speak at the meeting; the mayor was present in the audience. The commission’s approval allows Vision Beyond Borders to seek occupancy under the amended schedule, subject to the paving and ADA adjustments recorded in the approved site plan.
