City staff said the council previously approved $611,000 from HB 15‑90 funds for RJ Group and that two other projects were seeking roughly $200,000 combined. Charlie (city staff) told the council the city’s projected ending general‑fund balance is about 35.4% of budgeted expenditures and that using $200,000 would reduce that projection to about 33.6%. Charlie also said the dollar estimate for the projected ending general‑fund balance is approximately $5,300,000 and would fall to about $5,100,000 if the requested $200,000 were allocated.
“...our projected ending fund balance has us at 35.4% of the total general fund's budgeted expenditures,” Charlie said while outlining the funding options. Councilwoman Kestie stated, “I'm not in favor of using our general funds for 15 90 tax purposes. I think that we have given to a lot of the organizations ... and at this time, I don't want them to come dependent on us being the ATM.”
Other council members argued both sides. Councilman Burns said investing in the YMCA and housing projects helps youth and households in need, while Councilman Henderson and Councilwoman Diamond urged caution, noting outstanding infrastructure needs and a recent lift‑levy request for fire services.
Motion and vote: Councilman Henderson moved to not add additional funds to the HB 15‑90 RFP; Councilwoman Kestie seconded. The motion passed by a recorded voice vote described on the record as five in favor and two opposed. The council did not adopt any alternative allocation at that time.
The council then moved on to new business. No additional funding from the general fund or strategic reserve was allocated to the HB 15‑90 RFP at this meeting.
