Board approves City of Mansfield annexation of roughly 20 acres for two-acre residential lots

The Newton County Board of Commissioners voted on Nov. 4, 2025 not to object to a City of Mansfield annexation petition for approximately 20 acres filed by Georgia United Equities LLC. The city proposal designates the property for conservative residential zoning and a developer plan shows subdivision into nine lots at a minimum of two acres each.
Planning staff told the board the property is in the Murder Creek watershed, where county watershed standards require a one-acre minimum lot size; Mansfield’s proposed two-acre minimum exceeds that requirement. Staff also said the property lies in the City of Mansfield water service area and is not in a designated sewer service area. The county attorney advised that the board’s legal basis to object would include increased density or infrastructure demands inconsistent with the county’s future land-use map; staff concluded the city’s proposal was not inconsistent.
Commissioner Edwards moved to approve the annexation request as proposed; the motion passed by voice vote. Commissioner Edwards and other board members stated the two-acre minimum and city utilities made annexation acceptable in their view.
