Sarah Sawyer, representing the Boyer Company, introduced an amended planned-area development overlay and major development plan for a mixed-use proposal called Rio 2100. The applicant described the site as an irregularly shaped 4.61-acre parcel near the Loop 202/Loop 101 interchange and said the proposal includes 315 dwelling units in a six-story building with centralized amenities and a multi-level parking structure placed along the freeway to provide a buffer for residents.

Sawyer said the proposal aims for about 68 dwelling units per acre and includes public co-working space, a resort-style courtyard amenity and a dog park. The design also includes a large mural concept on the garage wall that would be visible from the freeway interchange; specifics will be refined in a minor design-review process with staff.

The presenter noted the site had previously been entitled in 2023 and that DRC had unanimously recommended approval of the current application. No final vote was taken; the council scheduled a second public hearing for Nov. 13, 2025.
