Norfolk County approves AFSCME agreement to place Charles Cushing as acting maintenance supervisor

The Norfolk County Commissioners on Oct. 22 approved a memorandum of agreement with AFSCME Council 93, Local 24017, that allows county employee Charles Cushing to serve temporarily as maintenance supervisor and to return to his union position if the placement is not made permanent.
County Director John Cronin told commissioners the agreement is “rather common with these types of temporary out of grade placements” and that the AFSCME unit and the county’s labor counsel had recently agreed to the terms. Cronin said the agreement provides a path back into the union if Cushing does not remain in the role.
Commissioners voted to make the agreement retroactive to Oct. 20, 2025. The motion was moved, seconded and approved by a unanimous voice vote, recorded as 3–0.
The MOA was presented after the recent retirement of a long-serving facilities supervisor. Cronin said the temporary placement will allow the county to maintain facility operations while it organizes a permanent staffing plan. Details on the exact wage adjustment and the duration of the assignment were described in the agreement as “at the rate stated” and were not read into the public record during the meeting.
