City reports ARPA-funded road patching complete; MidMod drainage amendment, culvert repairs planned

GrantWorks reported that ARPA-funded patching on nine city roads is complete and LJA engineering and Public Works said they will bring a second-phase road-repair package and culvert repair cost analyses to the December meeting.
The Brookshire City Council heard updates Nov. 6 on road work funded through the city’s ARPA allocation and on the MidMod flood/drainage project.
"As of to date, they have completed the patch work for of the 9 roads for GrantWorks ARPA," a GrantWorks representative reported, adding field measurements and as-builts are being completed to finalize contractor pay applications.
GrantWorks and staff said one MidMod contract must be amended because the project scope increased: additional linear footage on 1st Street and 4th Street was added after the contract was bid. City staff said that amendment must be approved by the General Land Office before the MidMod work moves to the bidding phase. "The extra linear was not in the original contract. So once they get started with that amendment and approved by the general land office, we'll move forward with the Mid Mod proceeding to the bid process," a GrantWorks representative told council.
LJA engineering said it had received six new plan reviews, held nine pre-development meetings and responded to 27 permitting inquiries; the firm reported it is preparing a phase-2 road repair package to fill gaps not addressed by the initial ARPA patching. LJA also said it will analyze and cost culvert repairs at Briar Brook and Crystal Lakes and hoped to present those analyses at the December council meeting.
Public Works showed a short video of recent road work and said staff would seek an RFQ to secure a contractor to perform full road repairs rather than temporary patching. Council members asked staff about the sequence of repairs and urged public notification to residents for any next-phase construction.
No formal policy changes or new contracts were approved at this meeting for the MidMod amendment; staff said they would return with the amendment and bid schedule once approvals from the General Land Office are in hand.
