Commissioners place nine items on Monday agenda, including public-finance hearing and loan application

Houston County commissioners placed nine items on the Nov. 11 regular meeting agenda during the Nov. 8 session; commissioners voiced no objections when each item was introduced but took no final votes on any of them.

Matt Parker described Item 1 as an administrative resolution related to a nationwide $190,000,000 bond issuance for acquisitions of oncology centers. Because one facility is located in the county, the issuer is seeking tax-exempt financing under federal law and must satisfy the host-entity requirements of Section 147(f) of the Internal Revenue Code, Parker said. A telephonic public hearing to satisfy that requirement has been scheduled for Friday at 2:00 p.m., and the county staff will present the resolution for adoption on Monday.

Other items added to the Monday agenda include:

- The appointment of Leanne Richardson to the SpectraCare board of directors (Item 2). The commission agreed to place the nomination on the agenda.

- A request from the revenue commissioner to close the revenue department on Dec. 15, 2025, from 11:30 a.m. to 1:00 p.m. for employee training (Item 3). The revenue commissioner said the timing was chosen because the period is typically slow.

- A resolution to apply for a revolving loan fund on behalf of Wiregrass Electric for $333,000 at 1% interest for 10 years (Item 4). Staff said this resolution completes requirements tied to a loan previously approved by the commission.

- A $3,000 budget amendment to assist Todd’s Volunteer Fire Department with tax-exempt eligibility costs (Item 5). Staff said this was the final compliance payment in a multi-year program begun in 2019.

- A memorandum of understanding with the City of Dothan to provide holding for animals suspected of rabies (rare edge case) when Wiregrass Pets will not house those animals (Item 6). Staff said the county is also negotiating with a local veterinarian to provide similar services going forward.

- Award of bid for a 2025 Chevrolet Silverado (Item 7). The vehicle will be paid from the sheriff’s discretionary funds but must be titled in the commission’s name per county policy.

- An agreement with the Alabama Department of Transportation for an industrial access project to resurface Horace Shepherd Road, with the county serving as sponsor for the City of Dothan (Item 8). Staff said state funds support the project and that it will help attract jobs.

- A budget amendment related to MPO projects on Old Webb Road and contract services for Cedar Springs Road and Gordon parking-lot resurfacing; work began in the prior fiscal year and funds must roll forward to complete the projects (Item 9).

In each case the chair asked if there was any objection to placing the item on Monday’s agenda; commissioners said "No objection" and the items will appear on the Nov. 11 regular meeting agenda for formal consideration.

No formal votes or contract awards were made on Nov. 8; specific actions and any vote tallies will be recorded in the minutes of the Nov. 11 meeting if and when the commission takes final action.
