Commission recommends ordinance to regulate motor-vehicle sales from residential properties

The Planning & Zoning Commission recommended approval of a proposed ordinance amending Section 24-65-0 of the City of Laredo Land Development Code to regulate the sale of motor vehicles from private property in residential zoning districts.

Staff explained the ordinance is the product of a City Council directive and asked the commission for a recommendation. During the public hearing commissioners sought clarification about the scope of the proposed rule: whether it would ban a homeowner from selling a single personal vehicle from their driveway. Staff confirmed Texas law permits up to four personal vehicle sales from a residence in a calendar year and said the ordinance is intended to regulate and enforce activity beyond that threshold (for example, an ongoing series of posted “for sale” vehicles that resembles a retail used-car operation run from a residence).

There were no public speakers opposing the item during the record for this hearing. A commissioner moved to close the public hearing and recommend approval of the ordinance; the motion passed on a voice vote.
