Consent items: The commission approved CUP25-045, CUP25-049 and CUP25-051 as presented. Staff reported neighborhood outreach and no public opposition; applicants present confirmed site details (one applicant confirmed a previously standing carport had been removed and that two containers remain under permit review). The motion to approve the three CUPs was moved by Vice Chair Wilson and seconded by Commissioner Best; the commission voted unanimously.
Valley Canyon Water Tank (CUP2552): Staff presented CUP2552, a renewal of CUP07061 and a request to expand the existing utility facility at 317 Highgrove Road. The applicant seeks to install a second ~500,000‑gallon tank, add potable and nonpotable standpipes for commercial water delivery, and continue water‑hauling operations on a 3.6‑acre portion of a 40.88‑acre parcel. Staff said the site’s well was established in 1994 and that the additional capacity would support expanding commercial and residential development in the Valley area. No neighborhood comments were received. Commissioner Wilson moved approval and Commissioner Walsh seconded; the vote was unanimous.
Why it matters: The water‑tank renewal maintains a local source of hauled water, and the new tank and standpipes would increase commercial and emergency water availability for Valley — a community that has seen recent development. The approved CUPs allow property owners subject to county zoning to regularize existing on‑site uses and to proceed with permitted activities under staff conditions.
Follow-up: Staff will finalize permit conditions and monitor compliance with the CUPs’ requirements for operations, water use and site maintenance.
