Committee reviews multiple finance, personnel and operations policies; staff to draft implementing rules

At the Nov. 3 meeting, the Finance, Personnel and Operations Committee reviewed a package of policies that staff plan to route to legal review and then to the policy committee with recommended redlines.

Staff asked the committee to approve drafting implementing rules (an “R”) for the district inventory policy so members can see how inventory will be tracked from purchase to disposal. "An R is the rules or procedures about how it'll happen," the superintendent explained when a board member asked for clarification. The committee agreed the board should see the proposed R for awareness though the board does not normally vote on R documents.

On petty cash (impressed accounts) and student-activity funds, staff recommended tighter language. Board members asked whether the policy should specify permitted on-site amounts and how long cash may be kept. Staff said the current district policy does not set a dollar limit and that an R would be the appropriate place to define storage, timeliness and accounting controls; staff noted that student activity accounts are the main source of cash in schools and that school secretaries currently provide significant support for those organizations.

On vendor relations, staff recommended expanding a conflict-of-interest provision to mirror existing city-oriented language so it covers district employees and their families and members of the board. Committee members supported the change and staff will add that expansion to the redline sent to Drummond for legal review.

The committee also reviewed a new, legally required extreme-temperature policy. Staff presented model language (a temperature band of 65°F minimum and 82°F maximum) that would trigger facilities or custodial action but would not require automatic school closure. Several members said triggering remedial actions, rather than immediate closure, was the preferred approach.

Finally, the committee asked staff to clean up cross references in the vehicle policies (EEAD and EEADA) and to draft a single R that aligns procedures for district-owned and private-vehicle use and driver approvals.

Staff will deliver the proposed R documents and redlined policies to the policy committee and to Drummond for legal review before returning to the board for final consideration.
