Committee reviews bowling policies; agrees to forward most items without proposed 'senior' redlines

Committee member Carol Card said she and a colleague reviewed policy BO1 and recommended only that insertion and the addition of bylaw citations. Some committee members and staff pushed back, saying hard‑coding specific bylaw numbers can create maintenance burdens when bylaws are renumbered. One attendee advised replacing specific bylaw citations with a single line reading "in compliance with association bylaws."
The committee heard operational clarifications from Gary, Sports Pavilion manager, who said pavilion operations and league rules are not all identical: open bowling, house leagues and sanctioned leagues operate under different procedures and some leagues set their own membership rules. Several residents and committee members raised concerns about resident priority for league openings and about long‑standing incumbent bowlers being displaced for competitive reasons.
Paul Klockner, a resident commenter, urged compliance with the governing bylaws, noting a bylaw reference that uses the term "senior nonresidents." Bob Bauer and other committee members expressed concern that inserting "senior" uniformly could create conflicts with tournament or league rules that allow different ages and that league governance should remain distinct from administrative policy where appropriate.
After extended discussion the committee reached consensus to forward BO1, BO3 and BO4 to the governing board as written (removing the proposed numeric bylaw citations and removing example language from BO4). BO5 (league participation) was not finalized; staff and committee members asked for a redraft focused on clarifying resident priority for openings while preserving league autonomy where operations cannot control independent outside leagues.
The committee indicated it will revisit BO5 and monitor resident access to leagues in coming months; staff will report back if operational evidence indicates resident exclusion problems.
