"The word voluntary is removed," Dr. Warren said, describing a statutory change and its effect: staff may in certain circumstances escort a student even if the student does not assent. Dr. Warren said the change clarifies that an involuntary escort, when lawful and necessary, is not automatically classified as a restraint.
Dr. Warren also explained an updated definition of "serious physical injury" that requires evaluation by a medical practitioner, "including but not limited to a school nurse," replacing prior language that referenced "beyond the care of routine first aid." He told the committee such a revision was made because the prior phrasing led to inconsistent interpretation.
The motion to "accept the recommended changes of policy JKAA physical restraint and seclusion" was made by Chair Lance and seconded by Vice Chair Mickey Bando. The committee recorded roll-call votes: Board member Ali Ali — yes; Board member Youssara Ali — yes; Vice Chair Mickey Bando — yes; Chair Lance — yes. The motion passed on a 4–0 roll-call vote at the committee level.
Dr. Warren noted that staff provide Crisis Prevention Institute training and that Chapter 33 reports must be filed when restraints occur, emphasizing that restraint should be a last resort. The committee directed staff to forward the adopted changes to the full board as appropriate and to continue working with legal counsel on any implementation questions.
