On first reading the City Council approved Ordinance 25 (11 yes, 1 no), an amendment to the municipal code establishing the governance structure for the Clarksville Gas and Water Board.
Council debate focused on board composition and oversight. Councilman Smith voiced concerns that a five-member board would be too small to oversee a utility serving roughly 250,000 customers and that the city council might lose control over certain decisions such as pay raises or fee increases. Opposing council members said they want more time to study other cities’ governance models; supporters said the city can amend the ordinance later if necessary.
