ECCL committee approves FY202526ndash;26 first interim O&M adjustments, restores $120,000 for electricity

Doris Hsu, finance staff, presented the first interim adjustments to the ECCL operations and maintenance budget through Oct. 31, 2025, at the Nov. 6 meeting. Hsu told the committee the program's total anticipated income for the year remains about $1.9 million, with the city share approximately 29% and the district share approximately 71%. She said third-party rental revenue increased from $210,000 to $225,000 in the interim figures.
Hsu said changes on the expenditure side included an increase in the substitute and overtime lines to cover a vacant custodial position (four custodians on staff versus five budgeted), a management-salary increase for step placement, and a restoration of electricity budgeted at about $120,000 to reflect a half-year estimate while the solar system is not yet operating. "When we adopted the budget in June, we assumed the solar system would be operative for the entire year; because it is not running we added back half a year of electricity," Hsu said.
After discussion about the solar permit delay and ongoing outreach to PG&E, Member Mora moved approval of the interim O&M budget adjustment; Member Lee seconded. A roll call vote was taken and recorded as follows: Member Lee 'Yes; Member Donaldson 'Yes; Member Collins 'Yes; Chair Van Geffen 'Yes; Member Solomon 'Yes; Member Pryfors 'Aye; Member Carr 'Yes; Chair Mora 'Yes. The motion carried; the interim adjustment was approved.
Hsu and committee members noted staff will continue to monitor actual electricity use and update the committee when the solar system achieves interconnection.
