"The 1 account that I want to draw your attention to is the international tuition revolving using the full projection of what we would utilize as the offset of 450,000... that account does show a deficit," Mrs. Ratkovich said during the financial report. She added that, because it is early in the year, receipts are limited and the account will be monitored.
Capital planning and ESCO Ratkovich said two HVAC projects remain on hold until results from an ESCO (energy savings company) study are available. Committee members and staff discussed the option of using available capital/revolving funds to pay for high‑school design work now; Ratkovich noted that spending on design would reduce what the district needs to ask voters for in 2028 and could position the district to apply for a Green Communities competitive grant that requires a full design (the grant was cited at about $500,000 and would cover roughly half the estimated design cost).
Committee questions focused on permissibility and limits of fund use. When asked whether design spending would risk using money for a purpose different from originally approved capital projects, Ratkovich replied that the proposed use would be allowable as part of HVAC/capital planning and engineering work.
Next steps No vote was taken on using the funds for design at this meeting. Staff said they would monitor the international tuition account and bring future recommendations back to the committee, including timing related to the ESCO results and potential grant applications.
